[LEAPSECS] [updated] Bulletin C 51: No leap second in June 2016, but new leap second file

Unfortunately it turned out that the original version of the IERS leap
second file only had the human readable expiration date set to 28
December 2016, while the machine readable time stamp which is evaluated
by ntpd was 30 September 2016 only.

This has been fixed now, and and a fixed version where both dates are
consistently 28 December 2016 has been published:

where the latter is just a symbolic link to the first file, in order to
be able to access the file always under the same name.
