I recognize this as the model chosen by GPS, and documented in
IS-GPS-200.  GPS also gives the epoch at which N2 supersedes N1.
We know GPS has up to 12 minutes where a cold start does not yet have
all that info, and even after that we have seen several reports of
hardware which failed to implement it correctly.
