[LEAPSECS] Amazon canonizes leap smear

In the Amazon cloud nobody can tell you're using leap smear.
Time is an illusion.  Amazon time doubly so.

I have found no technical details about the sources, traceability,
nor accuracy.  I surmise that in the cloud that doesn't matter.
