The next meeting of ITU-R WP7A starts Wednesday, so contributions are at
https://www.itu.int/md/R15-WP7A-C/en
and two of them are related to leap seconds

The BIPM has contributed
CGPM draft Resolution "On the definition of Time-Scales"
For two years various meetings have indicated that a document like
this was under construction, so this is probably that result.

It largely seems to be a formal way for the CGPM to update the
definition of TAI and UTC to match what the IAU did over a decade ago.
Unsurprisingly it makes no mention of the connection between the
calendar day and UT1.

says that the document was approved at the 21st CCTF meeting in June and
will be presented to CGPM in November.

which also notes that Bernard Guinot died earlier this year.

The United States has contributed
Draft new Report ITU-R TF.[UTC] - The International Time Scale, Coordinated Universal Time (UTC)
which is probably similar to the attachment.
It is a synopsis of history and dramatis personae for UTC, and again
unsurprisingly it omits any discussion of the connection between
calendar days and Universal Time.
