[LEAPSECS] DCF77 and the inception of leap seconds

This is only partly consistent with what Bulletin Horaire shows.  No
surprise there.  Folks remembering details the way they wish they were
and not remembering other details is really common in the historical
writeups about what time services did and did not do.
