RFC: Remove <p> Paragraph Tags between <li> Tags

creates

    <p><li><a href="/">Home</a></li>
    <li><a href="/about-me.html">About Me</a></li>
    <li><a href="/projects.html">Projects</a></li></p>

Is this a bug or a feature? I think it shouldn't be that way because the <p> 
Tags around `li`s are illegal.
