N&W inherited 22 GMD F7's from the Wabash.  Built in London,  Ontario, the
Wabash opted NOT to pay import duties on them.  For that reason,  these
units were held in captive service on the St. Thomas Division. Tests  and
maintenance were accomplished at CN's Fort Erie engine terminal.
