Question about locomotive weights

Weights tabulated in N&W locomotive diagram books are headed, "Weight in Working Order," which would include water in the boiler at the prescribed level and water and coal in the tender, etc.  For example the figures listed on the Y6b diagram are:
    On Drivers                        548500 lbs.
    On Engine Truck                 34640
    On Trailing Truck                28380
    Engine Total                      611520
    Tender                              378600
    Engine and Tender            990120
    Light Weight Tender          135200
