Jeff:
Certainly it's been twenty years ago (or more), but there was an
incident at Richmond involving a garbage car billed to Amelia.
NS received the car from CSX at Richmond and took it to Belle
Isle for classification. The car was kicked into a track and that's
when the yard crew discovered it didn't have hand brakes. A crew
member boarded the car as it ran out the east end of the yard and
across the James River. The brakeman determined that the car
had no hand brake and jumped off on the Richmond-side of the river.
The City of Richmond was testing a flood gate which the line to
West Point passes through. They'd notified the yardmaster at
Belle Isle that the gate was being tested and would be closed. The
runaway car hit the gate, damaged several City of Richmond vehicles,
and killed a city employee. Investigation revealed that the car had
been shopped at CSX's South Rocky Mount shops and that the
hand brake was never reconnected. Be careful what you pick up
in interchange.
