Granted there may have been union agreements as to the meaning of Pooled
Cabooses, however the designation of "POOL CAB" did not come into effect until
1975-1977 time frame when the white stripe was added and other minor changes
were placed in effect. Only C31, C32 C5 C6, and C7 received the addition "P"
with their class designation IF they were converted to pool services. The
designation of "POOL" allowed the caboose to go anywhere in the system. For
example, until they received the pool designation, former NKP Bay Windows were not
allowed in Virginia and West Virginia. After the pool designation and
modifications they were then allowed in those states regardless of any union
agreements.
