Harry,

Some domestic water tanks have two pipes, one to the top for filling and one
in the tank removing water from a lower level.  Top splash in helps reduce
ice formation..

Last month, I walked to MP N-251, site of the water tank.

There were two (Intake ?)  pipes that had been capped

off.  Draw your own conclusion.
