But VGN 6514 wasn't a USRA-designed hopper? Haven't we established
that VGN didn't have any USRA hoppers (despite what Accurail might
think)?

VGN AFE #176 covered purchase of 1,000 fifty-five ton
hoppers from Pressed Steel Car of Allegheny, PA. B&O
(or B and Aught in H. Reid's lingo) initiated the move
of the new equipment toward the VGN.

Contained in the file was a letter of inquiry from B&O
requesting waybills for the delivered cars so that they
could divvy up the revenue between the hauling roads.
The letter was dated July 15, 1921, but the hoppers had
been authorized in 1917. Enter the U.S. government,
a.k.a. the U.S. Railroad Administration.

VGN's auditor responded to the B&O citing the
federal takeover of railroad operations and noted that
USRA had diverted the hoppers before they ever
reached the VGN. The auditor advised B&O that if
the cars had been diverted on that road, then they
should have apprehended the original waybill. If
diverted on another road, B&O had a claim against
USRA. You'd a thought B&O would have known.

VGN 6514 was one of the 1,000 built by Pressed Steel
car in 1917, but thanks to the USRA, it was never
received by the VGN until February 14, 1920.
