The stenciling in the lower right corner says it's a C-31P, and it's  
obvious the second and third digits have been changed, so my guess would be that  
it was 518584.  (The C-31P's were 518537-699 per "Cabooses of the Norfolk  
and Western," Bowers and Brewer, page 240.  See also Chapter 8, pp 73-86,  
and note that on page 81 518584 is listed "in service" as of the date of the  
book.)
