Coal mine photo

A few years back I made a trip to Bluefield WV to do some research on 
N&W at the local library. One item I found was this photograph of a 
Coal mine / tipple but there was no name or location on the photo. 
Also in this photo there is a large round disk just right of center 
that I have never seen on any other tipple photograph. Does anyone 
know where this photo may have been taken or what that round disk is for?
