"Towers" without interlockings on the N&W

                “Supervisor Davidson says this is not an Interlocking Plant.  Signals only.  One man can handle trains should the tower burn down.”
Would this qualify, Abe, as a “tower without an interlocking?”

Lovitt Avenue is where Norfolk Southern crossed N&W's Lamberts Point Branch.  Virginian
also had trackage rights on NS from Tidewater to Norfolk Terminal Station and to their
downtown freight station.  No mention was made of Lovitt Avenue in NS's 1946 Beach
Division Timetable, nor is there any "X" to show a crossing.  Maybe NS's property ended
and Norfolk Terminal property began east of the crossing.  Bridge 5, not Lovitt Avenue,
diverted N&W passenger trains from the main line to the station.  One of Lovitt Avenue's
responsibilities was controlling the crossing gates.           Harry Bundy
