Cars used for express and storage mail didn't operate like locomotives do
today.  The mileage charge and daily rental (the per diem) of a car was
paid and the next operator, who ever it might be, would then have to pay if
it wasn't the owning road.  Better to think of these cars as being similar
to Railboxs... they were kept moving irregardless of who owned the car with
only the accountants having to worry about who would be paid from day to
day.  Like two ships passing in the night so would the checks between the
renter and the owner with Railway Express Agency dealing with it all.
