I use a Yeasu 2 meter ham radio. The model number escapes me at the moment but they can be had for 100.00-130.00 brand new. It has a military spec case and better audio than most scanners. I just programmed all the AAR frequencies (keyboard programming) and let it run. 

You can also get speaker / mic and other accessories that can be a big help.

It does transmit on the Ham 2 meter band (I'm licensed) but you can lock out the PTT (push to talk) button.

They're available up and down the internet but I purchase from R&L Electronics in Hamilton Ohio.
