Two Questions related to Petersburg Va

Herman:
At the archives today, I checked the ICC's Inventory 

made in March, 1917 and the only entry I could find
was for a switchman's shanty.  City Point Branch
Jct. as a staffed interlocking first appeared in Norfolk
Div. Time Table #16 eff. 05/29/1921 with a telegraph
signal "D".  Seems odd, but "D" had been assigned
to Petersburg before Time Table #16 became effective
and after 05/29/1921, there was no operator shown
