Mileage table

The distance between the two stations on either side of the numbers.

 Subject: Mileage table
   
I received the mileage table for the Cincinnati Division CPV/N&W from 1902.
There are columns on each side of the towns listed. Left column is from west to east 0.0 to 106.65'
The right column is from east to west 106.65 to 0.0 reading top to bottom.
My question is, there are what looks like mileage numbers directly under each town's name.
What do these numbers represent?
