N&W E2a 578 double header in New York Times?

Well, the picture shows up very poorly on my computer but maybe you're looking at the 578 having high running boards with full ladders and the 563 having low ones with just steps? Roger HuberDeer Creek Locomotive Works

Might have been painted with a lighter shade of graphite, but that’s not what I’m thinking of.
