N&W Mechanical drawing C18817 is titled "Vise for Flue Scarfing Machine,
Flue Shop, Roanoke Shops" (now that I've fixed the typo in the DB after
checking the scan).

A quick google search (because I didn't know) revealed that scarfing is a
metalworking term for removing surface defects or excess weld material by
either burning them off with a torch or by chipping and grinding them away.

I didn't find anything relevant in the datbase with "tester" in the title,
but I found N&W Mechanical drawing D09460 titled "Flue Testing Machine".

All I could figure out from the drawing is that it has input and overflow
water pipes and a waste water drain. I can't say whether it was simply
leak testing or pressure testing them.
