Question regarding Steam Era Concrete Structure at Dorney

I received some new drawings from the archives yesterday that I think may answer my question from three years ago (the original question is at the bottom of this email). My guess from that time was that the structure my was related to the center coal supply track, possibly a long drop pit to convey coal to the dock. After reviewing the drawings, I now think that the relation to the supply track is correct, but what he saw were actually retention walls used to support the loaded car incline (screenshots attached). 

These walls were above ground, which is the opposite of the pit he described. But perhaps the surrounding ballast was raised enough over time to make it appear that way.
