Jim,
Cement dust from leaking doors or doors left open after unloading could be the cause. Also, cement plants weren't known to have the cleanest of grounds, so, at lot of dust could have accumulated by moving around on site.

Merry Christmas to all,
I was looking at some covered hopper pictures and noticed that several seem to be sporting trucks that appear to be VERY light in color as if they had been painted light gray?! Does anyone know anything about N&W freight equipment being anything other
than dark and dirty or painted black?
Picture attached. Seems too uniform to be light-colored dust accumulation.
Any thoughts?
