The list provides a siding was located on the south side of the track in 1884 at Mullin's on N&W.

This is the list of stations on file with the icc for all points where railroad service is available.  It contains any restriction for listed stations.  The stations are listed by states and railroads. I call them legal stations.  No other station station list are not illegal.
Other  publications such as time tables and station list are for use by the various departments.  
Neither type of list has nothing to do with station buildings.
