car order

In the attached picture of the infamous wreck at Rural Retreat, I just
noticed that both trains seem to be sporting baggage/mail cars right behind
the tender, followed by baggage/express cars.  What would have been the
reason for running a "manned" car up front when it obviously was a more
dangerous position in such a wreck?
