 A good question.  Even after US-A times, cars with a 6 /and one half inch journal    were limited to 263,000  pounds.  Depending on origin, some would arrive at Sewalls Point without ever having been scaled.  There it would be revealed that some cars weighed 270,000 - 280,000 .  Seems there was a weigh-in-motion scale on the New River Division, But don't know when it was activated and there was coal received in interchange that showed no weight.
