The signal aspects are an unusual combination of Restricting and
Approach Diverging on both tracks. The pole shadow indicates the
train is headed north. In the vicinity of Welch, that would narrow
the location to the eastward signal #3954 at Huger. The S&C
pole line on the "south" side and the westbound coming out of a
right-hand curve both fit.

The Restricting indication would be a grade signal, located in the
middle of Huger Hill, a 1.10% ruling grade. The Approach Diverging
indication would be in advance of the control signal and double
crossover ahead at Big Four.

The photographer is on or just below U.S. Route 52, Elkhorn Creek
is across and below the tracks, and the road on the other side is
still visible on Gmaps.

Oddly:
There is no background on the lower arm of the EB Main signal.

I cannot make out the engine number, but if that is the 2060, it
was one of the few Y3a's with a fishbelly tender up to 1956. A
water-bottom tender suggests late, but that and running forward
downgrade would indicate a through run of west coal, not a typical
assignment of older power. However, if this is in June before the
miner's vacation, it was all hands on deck and anything was
possible.
Regarding your second image?

I don't have a clue.
