PCM Y6b question

The PCM Y6b has steam and signal connectins on the tender for passenger
work.  Should these really be there?  Where any Y6b equipped.  I can't
imagine.

On most Y6's pictures I have seen, on the engineer's side there is a "box"
where the running board steps up, over the front engine near where the front
tube sheet would be.  This is missing on the PCM model.  What is this device
and did all Y6's have them?
