Headlights were not fitted on British steam locomotives as virtually all trackage is fenced and road crossings protected by gates.  At night drivers (engineers) were controlled by colour lamps on signals and drove blind.  The small lights on the front indicated what class the train was, express passenger etc.  A red rear light was carried.  British steam engines that travelled to the US and were operated on US rails were equipped with headlights to meet US regulations.
