That was what I was thinking too. Maybe use a small hole saw and be gentle  
as you drill up.

Center the  drill on that hole and drill upward very carefully, maybe 
even a hand  drill, or if you can limit the depth of the drilling. There 
are gadgets to  help with this, or maybe even a thick rubber band 
wrapped around the  drill.

And just when I was so proud of myself for  finishing the trackwork I 
went to install my tortise switch  machines.
Only the directions (and some youtube videos) say to  "drill a 3/8" hole 
FROM THE TOP" to install.  Please don't tell  me that I have to rip up 
all those switches...is there a way to work  around the inability to 
plan ahead?
