Trouble with BLY Class J

I can only give you a generic answer, observed when running many DCC  
equipped locos on pure DC...when the DC voltage is right on the edge of being  
enough for the DCC loco to respond, the kind of behavior you describe is  
common.  If the stalling/stopping goes away with higher voltage settings,  
that's the issue, and it's inherent in running DCC on DC.  They simply take  
higher voltage to respond.
