Here is a good summation of reweigh rules and regulations from the AAR manuals.

On the HL cars, remember these were being rebuilt into H9 hoppers beginning in 1949, with what was probably the oldest cars first. 

According to Dow’s N&W Hopper book, the number of HL hoppers was decreasing yearly as they were rebuilt or wrecked or scrapped.

1955 - 2,752
1956 - 1,355
1957 - 0

While, of course, the H9 numbers increased
1950 - 1,927

It would be a real lesson and exercise for someone to go through the equipment ledgers here at the Archives and determine the real history of the HLs, renumbering, rebuilding and scrapping dates. 

Interestingly enough, there is a photo from the N&W showing an “HL” with the straight side sill, but it seems most certainly a retouched view of an H9 to appear in Coal Car Equipment guides
