You ask a simple question but the answer is apparently anything but!
A summary of the White & Green (W/G) timeline  found in Jim Brewer’s 1998 Arrow article is as follows.
1952 February 8The W/G scheme was one of several schemes proposed to be tested during a meeting on the matter. The W/G scheme was initially proposed to be tested on the Eastern Division’s Prospect, VA station and the Western Division’s Matewan, WV station.
1952 February 19General Superintendent of Motive Power Henley  directed a more cost effective method be used to test the proposed schemes by testing them on 3 small model passenger stations being built in the cabinet shop.
1952 Feb/March?The decision was made that all passenger stations painted on the Eastern’s Norfolk and Shenandoah Divisions during 1952 would have white bodies and dark green trim, while the Western’s  Radford, Pocahontas and Scioto Divisions would have the same green trim & roofs, but light grey bodies.
1953 March 2General Superintendent C.P. Blair’s letter stating the white/green scheme was to be applied to all stations in the Norfolk, Shenandoah and Radford Divisions and on the Cincinnati District of the Scioto Division.
1953 April 22C.E. Pond directed in a letter that railroad buildings in close proximity to stations should be painted in the same colors.  However, he specifically noted that not all railroad structures needed to be painted in the new schemes, pointing out that it was more economical to use the gray building color and brown trim paint on buildings other than passenger stations.
1954 February 15The decision was made in a staff meeting to extend the W/G scheme to the entire Scioto Division.
Interestly, and maybe someon on here knows why, the Davy station was apparently the one exception on the Pocahontas Division that was repainted in the W/G scheme at that time.
1955 February 16Report stating the W/G scheme was to be applied to all station and adjacent railway buildings on all divisions.
1956 November 29A draft letter to VP and General Manager H.C. Wyatt recommended the White body and Green trim & roof should be the standard scheme to be applied to frame stations and adjacent railway buildings.
1957 January 3Letter to H.C. Wyatt from Chief Engineer A.B. Stone officially recommended that the W/G scheme be adopted not only for stations, but for all frame buildings regardless of type. The scheme was to apply to frame buildings along the line and in shop areas. Brick buildings were to be painted as directed by management. 
The article went on to state that while the W/G scheme was officially adopted in 1957, not all stations and other railway frame structures were painted in this scheme and the W/G scheme was believed to have remained the official scheme until the late 60’s.
