Transformer Help

I'm new to O-Gauge and I'm looking to create a static display for a 
Lionel JLC Series Y6b (3-rail) where the lights, bell, and whistle will 
be operable. I have a CAB-1 controller but no TMCC. What is the lest 
expensive transformer solution for my display stand? Will the lights, 
bell, and whistle be operated directly from the transformer, or through 
the CAB-1?
