Dear Residents of St. Bernard:

As we all know, Hurricane Katrina struck on August 29,2005 causing
widespread
destruction and loss of life throughout St. Bernard Parish and the region.
At our Meraux refinery a crude oil tank damaged by the hurricane spilled
approximately 25,000 barrels of crude oil onto refinery property and the
adjacent area west of the refinery. As we reported to the U. S. Coast Guard,
nearly all of the oil spilled has now been recovered or evaporated.

The clean-up of public property such as streets and sidewalks is nearing
completion and we now want to address private property matters with
residents in the area affected by the Katrina oil spill.

In the aftermath of the Katrina oil spill, the Center for Toxicology and
Environmental Health (CTEH) was retained to determine (i) the area affected
by the Katrina oil spill and (ii) health hazards related to the oil spill in
the affected area. Since September 10,2005, CTEH has been conducting
thousands of tests in the area, and based on that extensive testing program
has issued its report and map of the affected area (copies attached and at
www.murphyoilcorp.com and www.sbpg.net).

We encourage residents in the affected area to review the CTEH report and
map
carefully. Residents should also review information available from the
Center for
Disease Control, Louisiana Department of Environmental Quality and the
Environmental
Protection Agency.

In order to address private property matters in the affected area, we are
announcing the following clean-up and claims process:

* By October 30, residents in the affected area who have previously
contacted
Murphy will be contacted to schedule appointments to discuss the effect
Hurricane Katrina and the oil spill had on their property and the settlement
of any
claims. Residents whose properties have been tested, at their request, will
be
provided the test results.

* Residents who have not already contacted Murphy Oil and believe they may
be in
the affected area should call (877) 511-1006.

* With the owner's permission, property in the affected area will be cleaned
of
crude oil by Murphy and the residents will be advised of the cleaning
process.
Clean-up ofthe oil will be done at the owner's request whether or not a
settlement
agreement is reached.

* For the convenience of residents, we will have appointments scheduled at
locations in St. Bernard Parish, Metairie, Mandeville, Baton Rouge and
Houston.

* Our first priority is to address residences, and a separate claims process
for
businesses will be announced at a later date. Meanwhile, we ask businesses
in the
affected area to call (800) 754-1464 to arrange for the clean-up of any
crude oil
on their property.

We hope you will join with us and move forward with the rebuilding of St.
Bernard
Parish.
