[StBernard] Red flags on properties

Can anyone tell me the reason for the small red flags that I noticed in my
neighborhood, Sunday.   Two of my neighbors'  houses (one across the stret,
and, one next door) each have four red flags, set in a "square".  The flags
are set about 10' apart.  Per the Murphy map, we're not supposed to be in
the spill zone.  The neighborhood is te 300 blck of East Urquhart St.
