Charlie... 
those flags are from FEMA they indicate a trailer to be placed on that
property and that site was inspected and is simply waiting for a trailer it
was our understanding upon receiving the flags that the trailers were for
people willing to rebuild... my father's flags went up last week and he was
told he would have a trailer no later than the beginning of next week... so
it is a fast process but we were told first come first serve...
