Dear Mr. Fos,
 
The ICC money is an insurance benefit that is paid to the insured for
elevation assistance to come into elevation compliance.  The bulldozing of
houses is done at the expense of FEMA and if a insured collects a demolition
fee from the insurance company he is technically supposed to pay that back
to FEMA- if FEMA audits the insurance policy and payout.  There has been
some discussion that the insurance companies may not pay the demolition
payout upfront for this reason.  Believe me- there is no money to be made by
the Parish officials for bulldozing homes.
