I spoke to SBA this week and first thing, SBA has to deny you a loan before
you can go back to FEMA and request a grant.  If SBA offers you a loan and
you decline it , you can go back to FEMA and if FEMA denies you you have 6
months to take the SBA offer.  At least that's what I was told.  If you do
want the SBA loan payments are deffered for 12 months before you have to pay
it back.
