[StBernard] Suspension of building permits

I have heard that they have suspended issuing building permits.  This
supposively is due to FEMA's belief that bulldozing the area may be cheaper
than allowing people and the parish to rebuild as is.  I thought that
bringing it to your attention would either confirm or deny its truth.
