Actually, I think there is a misunderstanding.

Although everyone is calling them ribbons, it's more like plastic tape that
surveyors use to mark locations. I've seen two or three different colors.

Perhaps they were placed in the name of the National Red Cross in support
of their "welcoming effort" for katrina. Many families outside St. Bernard
took citizens of SB into their hearts. The ribbons might be symbolism
(besides Prez Bush's war on drugs weeks ago)as a welcoming gesture and not
that of evacuation or relocation.
