[StBernard] New Murphy Oil Spill Map

Could anyone explain to me how the oil went to St
Bernard Hwy on just Jacob, Despaux, Lena, and Ventura?
 It seems to me that if it was flooded in the entire
area that the oil traveled with the water into other
areas?
