Rep. Oxley without the +4.

I tried to send emails to these committee members but the standard form on
all websites require zip+4 for the message to go through.  Looking up the
address of the rep on the webpage gives just the zip without the +4.  There
is a link to a USPS site that is supposed to give the zip+4 but it does not
seem to want to give the +4.  Maybe I'm doing something wrong but it is not
working.
