Patty,
The issue of a different footprint is about an area being redeveloped. A
major part of the Baker Plan is the opportunity to redevelop areas which
would mean some areas would look different and be laid out differently. If
one bought back into the plan one would not loose out on the square footage
of the lot previously owned, but it would likely be different in the exact
location of the previous lot.

The description of the Baker Plan given here is the first time I have seen
anything saying
"the exact location of the property purchased will likely be differerent
footprint than the existing property" and that property owners will receive
a voucher for property similar in size and locale.

So, what exactly will "similar in size and locale" mean? And, what happens
to the properties that the homeowners do not want to sell, or those who want
to redevelop their own property?
