What I understood was that it is not the attachment of the Baker Plan itself
that was the problem but rather some other component of the overall defense
spending bill that the Baker plan was placed into.  This is going to be the
worrisome part of passage since the Baker plan is not being presented on its
own merit but is secondary to passage of a larger bill.
