Perhaps what could be done is to "claim" (through buyouts, etc.) so that St.
Bernard extends to the industrial canal (New Orleans on the west side).
Then, perhaps use a buffer zone from closing that canal and tear down the
shanties, refurbish the area to decent-built homes. The canal can become the
Violet Canal for shipping.

..better than what's there presently...
