I am not sure what that activity was about.  It sounds more like a Murphy
related activity rather than the parish debris removal activity.  Try
calling the home office of Murphy Oil (Murphyoilusa.com) and ask for an
explanation.  If you can't get any response, let me know.  When you speak to
them, let them know that the issue of the sample request.

My house at 800 Daryl Drive (located off of Plaza, one block from Florida
Ave) had about 4 to 5 inches of soil removed from the sidewalk on back to
the street.  Do you know why this was done?
 
A construction worker told me that they were removing contaminated soil and
replacing it with new soil.  He was correct they came back a few days later
and put in new soil.  We are not in the Murphy oil spill area yet but are
really close. 
 
We signed the paper work to have our land tested but have not heard back and
it has been over 2 months.
