The 'Defense Hold Harmless form that is posted on the sbpg site, can I use
that to start repairing my home because I still cant get an inspection
report from the web? 
I try to call the number but it is always busy. Only once did I get a 'hold'
music, but after 35 minutes by hand was numb and the cell dropped the call. 
So, since we decide to just do what we have to do to move back, I dont know
if I need any kind of permit as I dont know how much damage I supposedly
have.
