Fema does and will completely install a trailer in your yard at no cost to
the owner. that is hook up the water, sewer, and install an electrical
service pole.
before lp&l will energize that pole, they need authorization from the
parish,(permit) and the name of someone to pay the bill (open an account).

(you might want to look into how the billing works in the trailer parks)

I have four relatives and six friends now living in fema trailers throughout
the parish, none of whom were charged a cent.

It was not easy, you have to fight them tooth and nail to get them to do the
job they are being paid for. you have to call constantly and take names and
numbers to get anything accomplished.

electrical permits

I spoke to a fema contractor (fluor) supt. who explained the whole procedure
from start to finish there are numerous subcontractors or crews involved in
the process.

The electrician is suppose to turn in the permits of the poles he installed
every day to safety and permits at the court house. The lady at safety and
permits said that they call in the permits to lp&l on a daily basis.

I also heard of a property owner that applied for a trailer that has an
energized pole on his property and no trailer (dellile st., behind the
field)

So go figure.

I think the parish should exercise some control over these contractors
by:

1. requiring them to make themselves avaiable to the public.
2. carry id.
3. require them to have a point of contact, be it an office, house, tent,
etc. to communicate and resolve problems.
4. require them to submit a plan of operation and follow it, that is how
they schedule their work, who gets what,and when, etc.

After all it is our tax dollars being spent and the public has a right to
know what is going on.
