[StBernard] to gut or bulldoze my home

Dear Sir,
In Dec. I was in the parish and signed a paper to have
my appliances removed from my home. Now they say
either gut or bull-doze your house. Why does FEMA make
up such ruling without notifiying the homeowener
first?  I am tired of FEMA writing the rules as they
go along. What is the deadline to make this decision?
